Applicant-filed ED1 appeal goes to City Council

City Council will review an applicant-filed appeal this week after City Planning denied the project ED1 streamlined processing due to timing and zoning restrictions.

10898, 10900 Olinda St, CPC-2023-4205-DB-PHP-VHCA-1A: City Planning recommends that Council deny the applicant-filed appeal and adopt the decision and rationale in the Appeal report that the previous project application was ineligible for ED1 and therefore incomplete.

The proposed project is a 100% affordable, 78 unit (62 LI, 1 VLI, and 14 MI) development on a lot currently occupied by two existing SFD in the Sun Valley. Project is 3-stories tall and includes 35,041 sf of residential floor area with 40 parking spaces. r

The applicant, Mamba 24 LLC, filed a PAR for the project under ED1 in March 2023. On June 12, 2023, Mayor Bass issued a clarification on ED1, stating that developments "located in a single-family or more restrictive zone" are not eligible for streamlined ministerial processing.

The applicant claims that due to the PAR, the project is vested in ED1 streamlining procedures, even though the project is in a R1-1-CUGU zone and the ADM application was not received until June 22, 2023. Representative is JZA Architecture.
