This week’s City Planning Commission agenda includes a recommendation to City Council on the adoption of the proposed Affordable Housing Streamlining Ordinance, which will codify the streamlining benefits of ED 1.

This comes a week after the signing of ED 7 by Mayor Bass. The objective: reduce discretionary review for all multi-family developments.

The Week Ahead

November 14 | Los Angeles City Council

  • 1948 E 7th St, ZA-2022-3668-CUB-CUX: Application for Determination of Public Convenience or Necessity for the sale of alcoholic beverages for both on-site and off-site consumption. Conversion of liquor store to bar with 83 seats and live entertainment.

November 15 | West Los Angeles Area Planning Commission

  • 17538, 17544, 17550 Tramonto Drive (SHP House 1), DIR-2019-6352-CDP-MEL-1A; 17532, 17540, and 17548 Revello Drive (SHP House 2) and related addresses

    .Appeal of the approval and Coastal Development Permit for construction of 4 single-family dwellings on 12 separate lots, one detached ADU, swimming pools, decks, grading necessary for residential development, and a 200-ft extension of Revello Dr. Appellants are the Castellammare neighborhood, who cite landslide risks and a flawed ENV MND. 

November 16 | City Planning Commission

  • Proposed Affordable Housing Streamlining Ordinance, CPC-2023-5273-CA: Citywide amendment to Chapter 1 and 1A of the LA Municipal Code to establish procedures and performance standards for administrative approval for 100% affordable housing units. City Planning will determine if City Council should incorporate the proposed Ordinance into the New Zoning Code. 

  • Update on denial of applicant’s appeal for ED 1 / Permit Streamlining Act project status at 8217 Winnetka Ave which was then adopted by the City Council

  • 16243 West Chase Street, CPC-2021-3889-CU: 5,940 square-foot residential home to be licensed and utilized as a 25-bed Congregate Living Health Facility.

  • 5000, 5004, 5006, 5010 Vineland Avenue; 10950 Hesby Street, CPC-2021-10706-CU-DB-SPR-HCA: Requesting on and off-menu DB incentives and waivers of development standards for 139-unit, 7-story mixed-use building with 19 VLI units. CUP to allow for a DB where density increase is greater than otherwise permitted. Off-menu incentives include increase in FAR for 3.84:1 in C4 and R3 zones in lieu of 1.5:1 and 3:1, respectively, and waiver of transitional height requirements. 

  • 806-814 North Sweetzer Ave, DIR-2022-8428-TOC-HCA-1A: Appeal of of 5-story TOC building with 23 dwelling units and 2 ELI units by neighboring property owner with concern over 5 ft setbacks.
