Livable Communities Initiative Program proposed at LA PLUM

Around the Corner 

LA PLUM Committee will review a Joint Report that recommends establishing a two-year Livable Communities Initiative (LCI) Pilot Program to connect mixed-income housing opportunities in transit-rich corridors with public realm amenities.

In summary, City of LA aims to:

  • Pursue new zoning strategies that encourage mid-scale development and connect with LADOT’s broader mobility goals

  • Identify potential corridors of greatest opportunity where housing, mobility, and sustainability goals are intertwined and will require a coordinated strategy across multiple city departments

  • Leverage the housing programs already established, such as CHIP, to create more opportunities and alternatives for housing development

Feb 25 | LA Planning and Land Use Mgmt Committee

  • 504 West Avenue 44, ZA-2022-7295-ZAA-ZAD-SPP-HCA-1A: Decision on appeal filed by Sarah Ramage, Frontenac Avenue Safety Coalition, on the determination in approving a Categorical Exemption as the environmental clearance for a new two-story single family-dwelling measuring approximately 3,731 sf with a 393 sf covered garage on an 8,696.8 sf vacant lot that is located within the Mount Washington-Glassell Park Specific Plan area

  • 316 W 103rd St, ZA-2024-1546-RV: An appeal filed by LA Hi Lite Property, Inc. owners on the entire decision of the Zoning Administrator, pursuant to LAMC Section 13B.6.2, requiring the discontinuance of the transient motel use, known as the Hi Lite Motel and any similar land uses at the property

  • Joint Report from Department of City Planning, Los Angeles Department of Transportation, Bureau of Street Services, and Economic and Workforce Development Department relative to current programs and potential approaches to create more affordable and sustainable residential and mixed-use opportunities on commercial infill sites.

    • Proposed cross-departmental two-year Livable Communities Initiative (LCI) Pilot program in 10-15 locations to connect mixed-income housing opportunities in transit-rich corridors with public realm amenities such as wider sidewalks, improved tree canopy, outdoor dining, bicycle infrastructure, transit shelters, etc.

    • Of the 10-15 locations to be selected in the Pilot program, the report recommends pilot corridors be identified in both high opportunity areas and low resource areas with high density, where public improvements should be prioritized

    • Add funding and position authorities for 22 new staff positions

Feb 27 | LA City Planning Commission

  • 7572 N Woodlake Ave, ADM-2024-5202-DB-PHP-VHCA-1A: Decision on appeal of construction of a 332 unit, five-story 187,902 sf, 100% affordable senior citizen housing development (66 units for Moderate; 265 units for Low Income). The Project is providing 154 automobile parking spaces; 38 long-term and 19 short-term bicycle parking spaces; 28,800 sf of open space; and 7,220 sf of landscaping.

  • 4423 Cartwright Ave, CPC-2024-4870-DB-HCA: Construction, use, and maintenance of a new 11,919 square foot, five-story residential building consisting of 13 dwelling units with two units set aside for Very Low Income Households. The Project will provide eight onsite vehicle parking spaces within an at-grade parking garage. Recommendation Report.

  • 29 E Windward Ave, DIR-2019-7545-BSA-1A: An appeal of the determination which: denied an appeal of the LADBS determination to issue an Sign Pre-Inspection Report stating that the sign does not meet the definition of a wall sign per LAMC Section 14.4.2 and 14.4.10, for a hand painted sign on an existing freestanding wall and found that LADBS did not err nor abuse its discretion in deciding to not issue Building Permit No. 19048-30000-02053 for a hand painted sign

Santa Monica

There is an existing 12 apartment building located at the front portion of the property. According to SB 1211, up to 8 detached ADUs are permitted on the site.

  • 1320 Pico Blvd, 25ENT-0031: Administrative Approval for a new 91,684 sF residential buildings consisting of an 8-story and 4-story apartment buildings with 100 residential units all over one subterranean garage with 78 parking spaces. The project is a Tier 1 using 50% Density Bonus per Ordinance No. 2699 and 50% additional Density Bonus per AB1287. Vehicle parking is provided per AB2097.
