Gov. Newsom signed 32 housing bills last week
Around the Corner
Lots of things are happening. Here’s the gist:
Last week, Gov. Newsom signed 32 housing bills to boost homebuilding across the state, including SB 1123 (streamlines approvals for <10 infill homes in multi-family zones) & SB 1211 (allows up to 8 ADUs on a multifamily property).
This week, LA CPC is set to approve the revised Citywide Housing Incentive Program (CHIP), Rent Stabilization Ordinance (RSO), and Minimum Density Ordinances. Read more about CHIP here.
Hackman Capital’s Television City 2050 Project approved by LA City Planning. After revisions, the project includes 500,000 sf of general office space and 712,000 sf of production offices.
Mixed-use, affordable housing development with Costco anchor tenant breaks ground in South LA. Pushed forward under AB2011, it includes 800 units, with 184 dedicated to low-income housing.

REQUEST the City Attorney to prepare and present a draft Ordinance, in consultation with the Los Angeles Housing Department (LAHD) and any other relevant departments, to amend the Tenant Anti-Harassment Ordinance (Ordinance No. 187109)
10756 West Wilkins Ave, CPC-2023-5876-CU-DB-DRB-SPP-VHCA-1A: Decision to deny the appeal of a new 5-story (11-unit) multi-family apartment building with underground garage utilizing off-and on-menu incentives and two development standards waiver. Commission approved A CUP for a 10.25% increase in density and Density Bonus compliance (2 units VLI) and the following on-menu incentives:
FAR of 3.66:1 in lieu of 3:1 as otherwise permitted in [Q]RD1.51 Zone;
Building height of 56 ft, in lieu of the 45 ft otherwise permitted.
Following off-menu incentives:
11-ft seven-inch front yard setback on the Ohio Avenue frontage in lieu of the 15 ft otherwise required by LAMC Section 12.09.1 B.1;
Waiver of Development Standards to permit a 10-ft front yard setback on the Wilkins Avenue frontage in lieu of the 15 ft otherwise required
Waiver of Development Standards to permit 72% of required open space located above ground level in lieu of the 25% otherwise allowed by Section 6.A.3 of the Westwood Community Multi-Family Specific Plan
Sept 24 | Central LA Planning Commission
3300 West 8th St, ZA-2023-4481-CUB-1A: Appeal from Voice of Wilshire Koreatown Community arguing that the business has operated illegally without an alcohol license for the past four years. ZA approved a Conditional Use to allow the sale and dispensing of a full line of alcoholic beverages for on-site consumption in conjunction with a proposed 5,000 sf restaurant and karaoke bar with 15 enclosed karaoke rooms and a total of 133 indoor seats.

505 S. Oak Knoll Ave, DHP2024-00077: A new four-story, 47,360 sf, multi-family residential project with 46 residential units and one level of underground parking. Staff Report.
78 N. Marengo Ave. DHP2024-00194: Renovation and conversion of the historic Julia Morgan-designed 41,500 sf YWCA building and construction of a new detached five-story 94,200 sf building to accommodate a 217-room hotel,. Staff Report.

Recommend to Council the adoption of the proposed CHIP Ordinance, RSO Ordinance, and Housing Element Sites and Minimum Density Ordinance
CPC-2023-7068-CA, Staff Report: Code amendments for Citywide Housing Incentive Program (CHIP) ordinance to amend LAMC sections, add section 11.5.15 of Chapter 1, and revise Articles of Chapter 1A the LAMC to enable streamlined project review procedures and introduce new incentives for eligible project types to expand access to affordable housing near transit, jobs, along corridors, and in higher opportunity areas; and to replace the City’s existing Density Bonus Ordinance.
CPC-2024-388-CA, Staff Report: Proposed Resident Protections ordinance would amend LAMC sections and revise Articles 4 and 14 in Chapter 1A, and remove sections from Chapter 4 to codify housing replacement requirements, strengthening occupant protections, complying with state housing law and establishing reasonable regulations regarding affordable housing development for the protection of residents citywide.
CPC-2024-387-CA, Staff Report: Proposed Housing Element Sites and Minimum Density ordinance would amend LAMC sections and revise Articles 1, 6, and 9 of Chapter 1A to apply housing element law requirements on sites related to the Housing Element of the General Plan
